Go to Vendor item wise purchase report
Report by - Outstanding PO
UOM - Biggest UOM
Here quantity should reduce the in- transit qty, But quantity column showing negative value.

Can you please test this case

Isn't it the same issue which is already fixed in the bugzilla ticket - http://bugzilla.posibolt.com/show_bug.cgi?id=9607 ?
